Play a key role in strengthening financial management, fiduciary oversight and accountability in a large‑scale, DANIDA‑funded programme implemented through Kenyan public institutions. Do you have strong experience in financial management of donor‑funded programmes, preferably within a government or public‑sector context? Are you motivated by ensuring sound use of development funds, compliance with DANIDA requirements, and building sustainable financial systems in complex institutional environments? The Royal Danish Embassy in Nairobi is recruiting an International Financial Management and MEAL Technical Adviser to support the Water Sector Trust Fund (WaterFund) under the Ministry of Water, Sanitation, and Irrigation.
The programme
Denmark has supported the Kenyan water sector for more than two decades. Current support is provided through the Ewaso Ng’iro Basin Water, Forest, and Climate Resilience Programme (EWFCP), which builds on earlier Danish investments under the Sustainable Management and Access to Water and Sanitation Programme (SWASAP). EWFCP adopts a basin‑wide approach and combines investments in water resources management, ecosystem restoration, and institutional strengthening at national and sub‑national level. Implementation takes place in close cooperation with WaterFund, national and county authorities, and community‑based institutions. The programme is entering its inception phase in 2026 and will run until 2031.
The role
Based in Nairobi and embedded at WaterFund, the Adviser will provide senior‑level advisory support and quality assurance related to financial management, funds flow, budgeting, reporting, and accountability for Danish‑funded programmes. The position is finance‑focused, with MEAL‑related tasks included where they directly support financial accountability, value‑for‑money, and reporting. Key responsibilities
The Adviser will, among other things:
- Support WaterFund and implementing partners in strengthening financial management, reporting, and accountability systems.
- Monitor funds flows between DANIDA, the National Treasury, county governments, WaterFund and implementing partners.
- Provide advisory support to capacity development in finance and related functions, including mentoring and skills transfer.
- Support compliance with DANIDA Aid Management Guidelines, grant agreements, and applicable national regulations.
- Review budgets, financial reports, and work plans prior to submission to the Embassy.
- Contribute to value‑for‑money assessments, monitoring frameworks and learning related to financial performance.
- Participate in relevant coordination and steering committee meetings in an advisory capacity.
- Maintain regular dialogue with the Royal Danish Embassy on programme implementation status.
The role is advisory in nature. Financial decision‑making authority and accountability remain with WaterFund and implementing partners.
Formal and professional qualifications
- Master’s degree in economics, finance, accounting, business administration, development studies, engineering, or a related field
- Professional qualifications (e.g. CPA, ACCA) and/or MEAL‑related qualifications are an advantage.
- Minimum 10 years of relevant experience in development work, of which at least 5 years at senior advisory level
- Demonstrated experience with DANIDA‑funded programmes, DANIDA policies and the DANIDA Aid Management Guidelines
- Strong experience in financial management, budgeting, accounting, auditing, and reporting, preferably within government or public‑sector institutions
Personal qualifications
- Experience working with national and local governments and within complex institutional settings.
- Strong analytical skills and ability to translate financial information into clear management advice.
- Good knowledge of IT systems and computerised financial accounting systems
- Strong communication skills and ability to support knowledge transfer and capacity development.
- Ability and willingness to travel to programme areas within Kenya.
- Fluency in spoken and written English
Employment Conditions
- Fixed‑term contract of three (3) years (36 months)
- Duty station: Nairobi, Kenya, with frequent travel to programme counties
- Employment in accordance with DANIDA staff regulations, including pension contribution, health insurance, and reimbursement of school fees.
- Housing costs will be reimbursed in accordance with DANIDA staff regulations.
- Employment is subject to Danish tax rules and legislation.
- The Adviser will be contractually engaged by the Government of Denmark, represented by the Royal Danish Embassy in Nairobi
